ASUS H81M-a is straight out the box and having USB over current problems

I am currently in my first build and having incredible difficulties with my motherboards having USB over current w/o ever touching the USBs on the case. I have everything running smoothly and I can get to the start up screen, but I am unable to enter the BIOS. I have had constant USB Over current and a friend recommended me to just send my motherboard back to Amazon and get a new one. When the new one arrived all I did was pull the new motherboard out of the box, hook up the cpu/fan and RAM and then run it and I still have USB over current. I did not hook the motherboard up to the case, its on anti static covering fully built for a dry run, and it has USB over current. I am unable to see any visible bent or mangled on board USBs, I have no idea why it is doing this any help would be greatly appreciated.

Do NOT place a motherboard on the Anti-Static bag it comes in and then power it on. That bag is conductive on the outside, and can fry your motherboard instantly. Try placing the motherboard on the top of the box the motherboard came in and see if it works.... might be too late.
