I had windows 8.1 64 bit and freely upgraded to windows 10 (free upgrade).
I went into bios and it said my ram was running at 1333mhz however before it was running at 2133mhz.

Intel Core I7 4790K (4.00Ghz)
GTX ASUS STRIX (980)
Asus motherboard Ranger
8gb should be running at 2133mhz but is running at 1333mhz.

Use the Free app CPU-Z and look in the Memory tab to see what you are running at if freq shows 667 then you are at 1333 if it shows 1066 then you are at 2133, have a feeling you are seeing something that shows the default boot data rate

Windows upgrading shouldn't change the BIOS settings. did you have an ASUS control program running in Windows 8.1? it may need to be updated to Windows 10 version and settings reconfigured.
if that doesn't change anything, have you tried manually changing the frequency or loading the XMP profile in the BIOS?
