Data recovery from missing OS

A fellow co-worker installed Linux OS in a computer which already had windows 7. Now I could not see any provision to access Windows OS or access any files that i stored in windows. This means that the files are permanently deleted? or Is there anyway I can recover those files by installing windows again?Pls help.
