GW2 - high end pc > low fps

CPU - AMD FX-8350, 8 core, 4Ghz
GPU - ATI R9 390, 8Gb
RAM - 16Gb
OS - Windows 10

Drivers are up to date, game has a clean install and temps are excellent.

I think I should have better fps with these components than 20 - 40.
I have read tho it might be AMDs cpu that is not well optimized for this game.

Guildwars 2 runs poorly on AMD systems. It has what are probably unfixable issues with steamroller-derived CPUs because of the way the game is written and poor performance with AMD GPUs. Crossfire performance is particularly bad, I've had a lot of problems running it on my 2x Radeon R9 280x setup. It runs more consistently on my laptop which only has a Geforce GT 650m. I normally just disable Crossfire.

You might want to try lowering your graphics settings, I recommend turning down shadows first because that tends to have the biggest effect.

I had a feeling this might be the case. Lets hope that upcoming expansion includes some fixes.

I will keep on experimenting with settings, I already found that reflections have big impact on my fps.
Played 10 years WoW and completely new to GW I bought it yesterday, so far it feels amazing.

No, AMD CPUs are not well optimized. GW2 is very CPU dependent. Even on moderately fast Intel CPUs (which are about as fast as your CPU) it limits the FPS. I get only 30 FPS with a GTX 970 in Lionsarch for example and I had the same FPS with a GTX 660 and even if I lower the graphic settings from absolute maximum to the bare minimum I wont get more FPS. Thats because even my pretty fast Intel quad core is running close to 100% when running that game.
You simply need a faster CPU. And yours isnt nearly as fast as mine.

I can pretty much second the CPU-dependent-game reason gave out by QSV. Currently not playing it anymore, but my rig as well struggled with the game at its highest settings (1080p), even if only in crowded or foliage-dense areas.

The only advice I can give you is to fiddle with the settings until you get an acceptable framerate. But you'll most likely end up lowering quite most of the settings.
