Tiny Lag Spikes?

Hey Guys,
I'VE FINALLY BUILT MY NEW PC!! I just want to ask a quick question though. So I've heard from some sources that it is recommended to do a fresh install of Windows when you install a new Cpu and Mobo. I haven't done that, I've just uninstalled all the old drivers and installed the new ones. I have a 970, and when I play some games, I get very tiny lag spicks every 10-40 seconds. It may drop 10 frames or so, and gpu usage drops heaps as well. I was wondering what a likely candidate would be for these issues? I really would prefer to not do a fresh install, so do you guys have any solutions? My specs are in my profile, thanks in advance.

The lag spikes isn't normal for a gpu like that.
Try check the temperatures of the components as this could be one of the issues.
Use CPUID HW monitor

I'm also praying that its not a Asus Strix version cause I won't be surprised.
All the issues I've diagnosed from gpus all seem to come from the Asus Strix models
