My Computer isnt running games as well as it should be

Here are my specs
Amd FX 8350 (Overclocked to 4.4ghz)
Msi 970 Gaming motherboard
Evga Gtx 960 2gb (Core clock raised by 105 Mhz)
Evga 80+ Bronze 600w Power Supply
8gb 2Dimm Ram (Gskill)

Im getting barely 65 fps on League of legends at max settings
Every other game thats not league of legends im barely achieving 55-60 fps
Unigine Valley on Ultra (AA Off) I have a max fps of 36
Frame limiters are set to off on all games

I feel like im not getting the performance that i should be out of this rig

Please help? I suspect the motherboard but this is the first computer that ive built.

The motherboard would have pretty much no affect on speed issues. When was the last time you did a clean Windows setup? A new setup with clean driver setup would be a good thing to try. You may want to try on stock speeds also, the system could be overheating and slowing down the components to keep them from damage.

Heres the thing, in my bios it says my cpu is clocked at 4.4 but when i open task manager it says my cpu is clocked at 1.4ghz and im peaking at 30% cpu usage
i have no idea what is making my computer downclock so low, cool n quiet is set to off
