FX8350 heating up like crazy?

Before overclocking I decided to launch Prime on the BIOS default settings and see what kind of temps I get. Turns out I'm getting around 50C.

So I then went to BIOS, put it at 4Ghz and disabled all the power saving settings and the like.

After that I ran Prime95 again only to see that my temps climbed to over 62C in like 20 seconds.

So then I reverted back to defaults and cleaned my Hyper 212 EVO of dust and re-applied the thermal paste. After that I did another test on default settings and had a small improvement in temps.
I then tried the 4Ghz clock without power saving settings again. No luck. Still goes over 62C in half a minute...

What's wrong? :(

MB - ASUS M5 A97 R2.0
GPU - GTX770 OC 2GB Gigabyte Windforce
CPU - AMD FX-8350 @ stock /w Cooler Master Hyper 212 EVO
RAM - G.Skill 8GB (2 x 4GB) Ares
SSD/OSDrive - 120GB Samsung 840 EVO
HDD - Western Digital Caviar Blue 1TB
PSU - Corsair CX600M

Monitors - 22" 1680x1050 ViewSonic VX2235wm & Some old ~20"(?) Samsung Syncmaster secondary monitor
OS - Windows 10 Pro
Internet - Cable connection @ 100MB/s down and 10MB/s up

Nothing's wrong. Turbo mode is only enabled when less than all 8 cores are active. The lower the number of cores in use at the time of demand, the faster the turbo mode. When you disabled turbo mode and set the clock of 4GHz, ALL cores are running at that speed constantly. Hence, the temps will increase.
 
Why do you want a static clock? Please check the voltage to see if it is being pushed.

The turbo does not apply under prime because all cores are loaded, but still 4.0 IS stock under all core load for that cpu.

If you want a static clock, you may be better to just disable all power savings, but you will have higher idle temps.

I get that, but under 100% load with default settings the cores were running 4.1Ghz when using Prime, so I though that was turbo doing it's thing since 4Ghz is the default stock clock...

Besides that, how come my CPU can't handle 4Ghz static then? Especially with a Hyper 212 EVO cooler?

Is that not how you overclock?
I haven't ever OC'd a CPU before, but I'm relatively tech savy and though I would know how to do it, but I did look at a guide to be sure. I did everything like in the guide.(Except I started from 4Ghz, instead of the 4.2 the guide started at)

Maybe I'm not understanding you correctly. What do you mean by "static"? And did you increase anything else... voltage?

I just meant that I put everything to stock values and disabled all the powersaving things that mess with the clock speed and the voltage.
And at those settings my temps go through the roof. Doesn't sound normal to me.

Could you take a look at the guide I linked?
I did everything he said in the guide...
What settings should I leave on?

cool and quiet should usually be disabled as I understand it.
CPU spread spectrum too, I think...
I could maybe leave C1E on I suppose.
I'm not sure about SVM.


It's just that the guide is specifically for 8350 and an Asus Motherboard, so you would think the same settings as in the guide would be okay...
