Can a CPU be too cold?

I know this has been said and done before, but just to verify.
I Have a SkyLake i5 processor and a Corsair H100i GTX Liquid Cooling System. I opened HWMonitor and the temperatures of the cores range from 22-25C idle, package 27C. I feel like this is way colder than what it's supposed to be.

No, your temps are fine, you will only need to worry if it starts to get into the sub-zero range of temps, which probably wont happen :p

No, those temperature readings are perfectly fine. The only thing you need to worry about is condensation, but that'll only happen if there's crap ventilation and substantial enough humidity. That aside, you oughtn't worry so much.
