Lines appear on screen (frozen) wont boot no usb ports working display not working

My sister inlaw called me about 2 weeks ago. She had turned her computer on and got on Facebook. She decided to go play cards with my mother and turn around and saw lines on her screen about 10 minutes or so later. They explained it almost as a "snowy" look or like you were using an older TV with an antenna and almost got the channel but not fully so she could still see what she had up in the background. Her computer is an HP Pavillion All-In-One MS227. She immediately restarted the computer by holding down the power button, Now the computer lights turn on when she turns it on, but no display, usb ports aren't working, Disc drive starts at first, but then doesn't open, Her fan starts but stops after about 2 minutes and then starts back up about 5 minutes later then stops. No beeping what so ever. The computer doesn't have really any dust inside of it. I've reseated the ram, tried each one, still nothing. I've reseated the CMOS battery, didn't work. Tried unplugging and holding power button down for a bit then plugging in and seeing if it'll turn on, doesn't work. Voltage on her power cord is good. Capacitors look good. The light on the back where she plugs in the power cord is green, as it should be. Power light stays on when the computer is on. I hear the HDD kick in when I turn it on, but HDD light doesn't work (No lights on the side work) I've unplugged everything but the essential components and tried each 1 by 1 and still nothing. I've been told a few things (CMOS battery is bad- which is doubtful, Bad motherboard, Bad graphics card, so on) I do want to add in that when she would watch videos on facebook, at the beginning of the video she would always get a "blochy" black covering half the video and it would disappear after about 30sec in. The only type of software change done was a few days before then and it was a Java update. I'm not sure what else I can try to get her computer running. The graphics is integrated onto her motherboard. The reset for the CMOS other than removing the battery has soldering points to reset (which I don't have one sadly so I just took out the battery itself and put it back in after about 30ish minutes) Any tips on what else I can try? She really needs her computer and can't really afford a new one. Any tips on what I can do for her would be greatly appreciate.

Again, NOTHING at all shows on her screen, USB ports don't work so keyboard/mouse have no power to them at all so hooking up a different monitor / pressing buttons won't work sadly.
