Crosshair V Formula CPU LED red/ Enermax PSU starting up by itself.

So I have a computer rig I built back in college and finally decided to power it back up. Issue is it doesn't boot or anything. Fans are spinning but the CPU_LED is solid red. I just RMA the board with asus and I received it back today. Asus didn't tell me any of the work they may have conducted on my mobo. I did a bench test with 1 stick of ram and no gpu just to make sure it wasn't another issue. I did have a cpu fan plugged in to make sure there wasn't any safety features not allowing the unit to boot. I have an 750W enermax PSU. I noticed that the psu is powering up as soon as it is connected into the wall outlet. Could this mean I have a faulty psu and this could be my issue? I conducted the multimeter test (without having to jump the green and black pins) and all of the pins tested fine on the 24 pin connector for the psu.
 
It almost sounds as though the start button is locking and not acting as a momentary switch. If this occurs without connecting the front panel start button (using the motherboard start button or no start used) then I would look at the Enermax PSU as the most probable problem child - the PSU testing good with a multi-meter tells nothing about how it'll work with a load. Does the PSU power up when plugged into the wall and nothing is connected to the PSU's outputs (going for clarification here)?

Yes the psu powers up alone. As soon as it's plugged into a wall outlet. Start button should be fine since I must rmad the board
 

Okay, that was my impression. That surely is not proper operation, you can check the 24 pin connector, specifically the green and black wires next to the green to ensure there is nothing shorting them. If not, you may be under your warranty period, if so, I'll suggest contacting Enermax about RMA. If you're not under warranty any longer, a new PSU would seem to be in order.

I'll hopefully get ahold of abother psu today and test to make sure. There isn't anything jumping the green and black wire, and the psu powers up without the 24 pin connector being plugged into the mobp.
