Interesting problem with RAM configuration and a failure to boot

Here's a doozy of a problem that i submit to the hivemind :)

I built my computer by hand about 5 months ago, and about 3 months ago, it locked up for the first time. the screen was on, but the mouse and keyboard were unresponsive, as was the power button and reset button. thinking nothing of it, i pulled the power and rebooted, and it turned out fine. it is worth noting that the lockup was always noticed when i came back to my computer after leaving it for an hour or more.
this same problem happened about once a month for the next few months. it was an annoyance, but nothing major. i did some digging in the event viewer and came up with nothing.
today, the same lockup problem happened, but when i went to turn it back on, the weird stuff started happening. the fans spun up, and it started to boot, but about a second in, it turned off. it remained off for about 3 seconds, and then tried to turn back on, with the same result. on for a second or so, off for three or so. it repeated this process unbidden several times before i yanked the power and cracked the case. i first pulled the video card out, and tested it, with the same problem. i pulled out the 8gb ram i have in slot two out, and it booted, but startup repair was unable to solve the problem. i booted again, and after windows taking about a minute to load, it bluescreened, with the bsod popping in and out in less than a half second. i booted again, and got a picture of it, but it was only the standard "hardware changed" bsod.
i pulled the 4gb in slot one and replaced it with the 8gb from slot two and tried again. it booted, but startup repair couldn't fix the problem. i spent several tries experimenting with different configurations of ram in the various slots, and the video card in vs out, and the biggest takeaway is this: when the 8 is in slot 1 and the 4 in slot two, it boots fine (opposite of my original setup; the 4 is low profile to fit under a case fan for my cpu cooler). if the original setup is in place, then i get the on-off-on-off cycle.

also worth noting is that a freeze like the above happened during startup repair once when i was experimenting.

You are using RAMs of two different speeds, if both are set to auto speed then maybe the system is not able to run the one with the higher frequency to match the lower 1333Mhz. Go to bios & see if setting both rams at 1333mhz speed helps you out, if that does not help, run memtest86 to check if the rams have any error. Also try updating the Mobo bios.
