Is this build good for its price???

So i am thinking of getting a gaming PC, i am still in the planning and asking stage.
I went to a store in Dubai and gave me the following specs, tell me if they are any good for the given total price.

Processor: i7 4790 Box
Motherboard: Gigabyte H97-D3H
Graphics: Galax GTX960 2GB
Optical Drive: DVD-RW
Memory: 8GB kingston
Hard Drive: 500 GB WD
Chassis: Gigabyte case with Power
LCD Monitor: LG 18.5''
Keyboard/Mouse: Genius USB
OS: Windows 8.1 Pro

Total Price = 3635 Dhs = 989 US Dollar ($)

so what do you think guys, is the price reasonable. Or should i keep looking around. Keep in mind that the prices might be a bit higher than what you guys are used to.

If you only planned for Gaming , then i7 is Overkill. Better get i5 [i5-4440/4460/4590]
And from the additional money get either better Monitor [1080p] or Better Quality PSU or Better GPU [GTX 970 or R9 390].
The PSU comes with Cases are not good at all. They might toast your system at some point.
Since I can't find any Online Shop of Dubai, I can't give the price range of the components.

I am a civil engineer and occasionally i use some designing programs, so i think i will keep the processor. However i will throw in some extra money and get a better PSU. Thank you very much sir :)
