My FX-6300 is bottlenecking my 290X OC, what are some good CPU coolers that will allow me to safely OC?

Preferably i'd like something affordable but i'll keep an open mind.

Edit: Oh and if you could recommend good beginner's guides to overclocking that would be nice too, it's my first time doing this.

Water cooling is always good but the Hyper 212 is good for light overclocking. If you want an air cooler that is just as good as the water kits and should cost less look at this https://pcpartpicker.com/part/phanteks-cpu-cooler-phtc14pe. That's what I use but you will need to have a case that can fit it.

How light? I was hoping to get to at least 4.5 Ghz

Meaning that it can't handle high voltages very well. Unfortunately the only way to find out would be for you to buy one and test it yourself. You have to remember that more voltage creates more heat so depending on your case, ventilation and the ambient temps it may lower your overclock due to the heat.
