So I have this problem which have been occuring ever since I installed new psu, cpu, motherboard and windows 8in my pc: Sometimes when I start my pc everything will lag really badly and my cpu usage goes unusually high. The lag will drop eventually but it wont go away completely. I've found that the only way to completely get rid of the lag is to restart my pc. However, Sometimes I'll have to restart my pc up to 7 times before the lag goes away because it's not guaranteed that the lag goes away upon reboot.
The lag gets really noticable when you for example open or close windows or tabs. And I get about 20 fps ingame compared to 300 fps when I'm playing without lag. The audio will also have worse quality.
Another important thing to note is that this problem sometimes occur when i return to my pc after it has been in sleep mode / stand by.

Upon camparing the screenshots I've noticed the following:
--CPU:
-My pc's processor speed is higher when my pc is lagging ( 4.20Ghz compared to 3.92Ghz ) note that it says max is 4.00Ghz
-Overall higher cpu usage while my pc is lagging
--Memory:
-memory usage is slighlty higher when my pc is lagging ( 4.6gb compared to 3.9gb )
--CPU USAGE FOR PROCESSES:
-when my pc is lagging it seems like theres a lot of processes that use more cpu than normal.
