What is the best graphics card to buy?

I don't know much about graphics cards. I am looking for the cheapest card with which I could play The Witcher 3 and Batman Arkham Knight on max settings. What can you recommend?

the GTX 750 ti is a very popular graphics card but won't play Batman at high settings but could improve once the pc port gets fixed.
Ones that last a long time are: (As in upgrade wise)
GTX 960
GTX 970
GTX 980 ti

Although they are expensive

Will I be able to play The Witcher 3 or Batman Arkham Knight with GTX 950? If so, will I be able to play on max settings?
