Possible video card issue? EVGA Nvidia GTX 660 ti

So I've been having a very strange issue for about a year now, and I'm not sure how to pinpoint it. I keep having these random lock ups, and it doesn't happen immediately, but I know it's going to. The game will start playing audio over and over, web pages stop loading, and then eventually the whole computer would freeze. Sometimes it lasts for a few seconds, sometimes it lasts for a few minutes, or I just have to manually shut down.

I apologize if this isn't the place to ask, but I really have no idea what could cause it. My main issue is that I've had the exact same problem on different hardware. I got a new computer maybe 10 months ago, and everything was new except for my video card and hard drive. When I got my new computer, the issue kept happening, and I eventually got a SSD and did a fresh install of windows 7. Still doing it. I am on windows 10 now, and it's still happening. I am really just at a loss because it doesn't really seem like a hardware issue, because before this happens, web pages stop loading? It'll say like "waiting for cache" on chrome, and nothing will load, and then it freezes. I don't see how the video card could cause that, but I don't know what else it could be with different hardware and two different installs of windows 7 and 10. It's also not overheating (at least I don't think it is, my video card gets to like 75c at the highest). I clean it regularly. I would really appreciate any advice I can get.
