Front panel switches correct? Won't power on

Are these front panel connectors in correctly?

I'm trying to fit a new PSU and whenever I fiddle with the front panel connectors the GFX LED flash for a split second and the fans literally spin for 0.2 seconds. I don't possibly know what could stop it working.

I have 2 pins underneath each other labelled as '1' then the 4 switches at the top and 5 underneath

My motherboard - Gigabyte ga-f2a78m-ds2

Not sure how I would go about testing the motherboard individually though. I don't actually have the Manual so I would have to download it from the Internet or something.

you should be able to find the manual online. To test the motherboard you could take it out of the case. Only connect the 24 pin connector, cpu fan and a case fan. Power it up, if none of the fans spin its probably a motherboard issue. Some motherboards also have LEDs on them to show if they are receiving power. You definitely want to test your PSU though
