R9 280x reading as a Intel HD Graphics 4600

I don't know why but my R9 280x is reading as a Intel HD Graphics 4600. Also I can't play high end games which is weird. I tried to play the new Rainbow Six Siege but I couldn't play it above 10 FPS. Then I went to change my settings, oddly it said that my graphics card was a Intel HD Graphics 4600 ( In the game settings). So then I went to check what it said in DxDiag. What do ya know, it says Intel HD Graphics 4600. Also I don't know if this has to do with this, but Rainbow Six Siege is taking up 4 gb of ram. I just got the R9 280x and put it in today.

Are you sure that you inserted the graphics card correctly into your motherboard? Because I'm not really sure why you're system wouldn't register the device if it were correctly placed.

Yes i'm sure. It also seems to be performing this bad, it can't play any game really.

That's why its using the hd4600 and not the 280x. What PSU(make and model) are you using and are both power connectors plugged into the card?

Will this help my graphics card perform well? Because it has terrible performance :/ also I can't even open bios because my keyboard doeesn't boot in time.

Well it's not that your graphics card isn't performing well, it's that it's not performing at all. You need to disable onboard graphics in your BIOS first. The only thing I can think of is find another keyboard that will allow you to press F2 before your BIOS access goes away. If need be you could just buy a $10 one and hook it up.

Yeah if you could try this that would certainly be for the best. Though it's understandable if this isn't an option for you.

Well I can play games I just can't play them as good as my R9 280x should be performing.
 
Until you can access your BIOS to turn off the onboard graphics, you aren't going to be able to resolve the issue. Borrow a keyboard from someone or go to a local goodwill and get an old keyboard for 2-3 bucks if you don't want to put much money into the issue.

The bottom line is you will have to get into the BIOS and do as I listed above to get your graphics card going and see some real graphics power come to life.

Once you have done this and the issue is still there, then I can go along with the idea there's something else wrong.

GET A NEW OR USED KEYBOARD AND GET INTO YOUR BIOS. If you have a PS2 connection on your motherboard that's the best keyboard type to use to have near 0 issues getting into your BIOS. USB keyboards, especially wireless ones can give you headaches and still not allow you to get into your BIOS. If you can find an old corded usb keyboard, that would be my 2nd choice if you cant find the PS2 type.
 
That's because you are not using your 280X.
As the others have said, enter BIOS and disable processor graphics, then reboot with your monitor plugged into your graphics card. One more thing, you said you had both "VGA" cables in, did you mean the PCIe power cables from your PSU?
