I am wondering if amd turbo core would lower my performance if its on or off.

Games in mind:

War Thunder

Kerbal space program

Microsoft flight simulator X

Team fortress 2

Specs:
PSU: Unknown (assuming 400w)
Mobo: asus k30 M32bf
CPU:A10 7800 locked at 3.89 Ghz with turbo core enabled and 3.55 Ghz
RAM :samsung SDRAM 8gb 1600 single stick

From what I know this pc is prebuilt
Asus m32bf-r05 and refurbished

Solution
You won't see , a noticeable difference, but you should enable AMD turbo, core , because it will give you extra MHz, when the CPU it's under heavy load.

Thanks I am also wondering whats the max clock value on the gpu (inside the chip) without causing a total meltdown , because in AOD (amd overdrive) I can change the clock speed from 200 mhz to 1.2 ghz (I keep it at 740 mhz)
BTW: my temps average at 60 degrees celsius on full load and 47 on idle

To change your GPU clock speed , you can go directly from BIOS (Advanced > AI Tweaker > Set the GPU boost to manual) .
Kaveri GPU's can go up to 1 Ghz clock speed , but you need to ensure that you have the proper cooling .
Also on integrated Graphics Card overclocking the RAM makes a big difference.
Although if you're new to these things I'd recommend you not to try
