Strange voice from CPU While playing some games, Over heating processor?

Hi, I hear strange sound from CPU while playing some games, Is it over heating? I took a screenshot of system temperature which is attached to this thread, i think processor temperature is too high, it is over 70 degree sometimes... Is that the reason?

By the by, i know processor and motherboard are old, i will replace them in future, but i can't do that right now, budget problems... so thing i need to know is, Is it safe to play games with that noise ?

You may be hearing something referred to as coil whine. Coil whine is a high pitches oscillating sound that comes from the coils in switching power systems.

Sometimes it is out of the users hearing range, while others it can be clearly heard.

It happens because switching power supplies switch power on and off rapidly. Capacitors and coils are used filter this switching power and because of this constant on off cycle the coils can vibrate(making noise.).

Cleaning dust from the system may reduce temperatures. Intel's stock cooler is known to be quite the dust collector.
