What's the best gaming PC I could build for £600?

I'm a PC noob and I need help! I need a list of parts that would allow me to play games like the Witcher 3, Battlefield 4 and (when it comes out) Fallout 4 on Ultra at atleast 60 fps for a price of around £600. I would also like to know what type of monitor and version of windows I'm best getting aswell. Any help is greatly appreciated!

CPU: xeon 1231v3 (arround £260)
GPU: r9 280 or 280x (arround £160)
MoBo: Any h97 mobo will do the work (£70)
Ram: 16gb 1600mhz (should be about £65)
PSU: One of the corsair budget PSUs
HDD: 1tb WD
Case: Any budget ATX case with at least 2 preinstalled fans

Price should be arround £650

Edit: With this build you won't be able to play Witcher 3 at high settings at 60fps, but for £600 I don't thing any build would.

My budget is £600, which is approximately $910 (I can go higher though if it means I can run the Witcher 3 on max settings at 60fps).
I have not chosen my monitor yet, but the resolution would be 1080p or possibly more.
This budget doesn't include extra software or hardware.
I don't intend to do any video editing / simulation / 3D modelling
I'm in the UK, but I would buy parts from overseas if the shipping isn't rediculous.
I'm going to build my PC.

Should I invest in a CPU cooler, like the Cooler Master Hyper 212 or is it not needed?

16GB of RAM is not beneficial if the PC is only for gaming and normal tasks; Even if later you need more RAM, that is easily upgradable.

There is no use getting a 4690K if you get an H97 motherboard, it is better to get an i5 4460.

An SSD is almost an absolute must now, especially in this price range. It will make your computer much more respnsive, and decrease load times greatly.

The EVGA NEX series PSUs are not all suitable for a gaming rig, they are rated Tier 4 in tom's hardware's PSU Tier list. Quoting from that article: No Japanese capacitors found. Only Taiwanese capacitors and may even include Chinese capacitors. Very basic safety circuits or even thin gauge wiring used. Not for gaming rigs or overclocking systems of any kind. Avoid unless your budget dictates your choice.

This will max out any game currently available and most likely the next generation of games as well at 1080p. It is a fair bit above your budget, but since you seemed fine with the other ~£690 build, I went for it :).
