Issues with Video Card; EVGA says its the power supply?

I have a 970 GTX; it's been producing lines and framerate issues if the game is not uncapped in frames, and had a weird noise in game during a Diablo 3 video. When I fullscreen something on Twitch or Youtube, there are weird edges, as if someone erased pixels around the border (it's black).

I called EVGA today for RMA, but they had me go in the bios and check the 12v rails. They moved from 12 .249 and 12. 304, so they said it was likely the power supply that was the issues. As of the current moment, the 12v isn't moving.

What do you guys think it could be?
