EDIT: I suppose I should also mention the device in question is a Corsair Vengeance 1500 Headset. And that I know the USB ports themselves work, because I can plug in other things into those slots (like I just tried my External HDD and it's reading just fine), but even if I plug the headset into other USBs it wont' read it :\

Well I can't say this is the first time this has happened to me, but I can't remember how I fixed it last time or if it fixed itself.... anyways. I just booted up the PC this morning and all of a sudden I get a warning popup saying USB Not Recognized, has malfunctioned blah blah blah you've read it before too I'm sure
Things I've tried:
-> Deleting all the USB drivers in Device manager and then rebooting
-> turned off PC, unplugged power cord, replugged back in? Some were stating that unplugging the power cord fixes this issue but I'm on a desktop so I can't exactly just yank it while it's running and expect to restart the PC without power
-> Made sure to follow the steps involving Advanced System Settings, "devmgr_show_nonpresent_devices" value: 1
<> Uninstalled all the hidded devices shortly after above
-> Yes I tried turning it off and back on again xD
-> unplugged all USB devices, deleted INFCACHE1 in the system32/DriverStore folder
-> And now just tried recently to find the PID, VID, DEV id... or something ,but when I look up the Unknown Device > Properties > Details (Dropdown: Device Instant Path) I get this!
USB\VID_0000&PID_0000\5&3B0D2CFF&0&1
soooo uhhh yeah I'm lost now. I don't know what else to do Any help would be greatly appreciated! I'm one of those people that generally can't live without their headset considering I like to listen to loud music and the walls here are very thin... so I don't wanna hear my upstairs neighbors humping like bunny rabbits all damn day or have people knock on my door because my music's too loud, etc etc

CPU: i7-4790K @4.0GHz (non-Turbo'd)
GPU: 2x s.c. GTX 780 TIs
RAM: 2x 8GB Corsair Vengeance @ 1600MHz
SSD: 500gb (main drive with OS)
HHD: 2TB @7200rpm (secondary drive with all my other crap like games and stuff - non important but though to list it anyways)
Operating System: Windows 7 Ultimate 64bit
(if I'm forgetting anything, just ask) ^_^
