Is it normal for a GPU to not push itself to get desired fps?

I'm running on a EVGA GTX 980 SC and I notice when I'm playing some games, for example, CSGO, often the fps stays at around 250-300 at about 50-65% gpu usage. Sometimes the fps will drop to 150-200 in some maps but the GPU will not push to higher gpu usage even though the fps dropped. In another game, Vindictus, it runs at 60fps capped at about 40-50% gpu, but when the fps drops to 20-30, the gpu says at 40-50% and does not push itself for higher/stable fps even though the fps has dropped by half. Is this normal behavior for a gpu?
