Help with tower build

My first post was in social networking somehow, but I think it belongs in here.

I'm looking for a basic desktop to stream with. Doesn't need anything fancy, I have a very old pc that isn't powerful enough and the laptop I'm using doesn't have a good enough amount of RAM or a decent cpu.

I'm looking for the most basic options with no extras, just enough raw power and processing speed to stream with the newer streaming software. My budget is very low and I am not looking to spend more than $500 to 600$ Even less if its an option

I plan on using the desktop to only stream.Nothing else.

Pre built towers are acceptable as well.

Is the SSD needed? I don't use dual storage and SSDs for me haven't loaded much faster to be noticeable and I work with graphics development. Even on my ps4 a SSD isn't worth it. it loads like 7 seconds faster (the menus only)
 
No, the SSD is not needed. If a regular drive works for you that's fine. Instead, you could upgrade the CPU to a Xeon 1231 v3 which would give you the benefits of hyperthreading that an i7 has or increase the ram to 16GB or upgrade the graphics to GTX 960 or pocket the savings.
