ASRock 970 Extreme3 USB ports not working

I am new here(But have been lurking a lot), so sorry if I write anything in a wrong way.

My motherboard has suddenly made all of my USB ports not work, they output power, but no data or anything else, I can only charge my phones from them. I have tried anything, replacing any part in the system(CPU, RAM, Graphics Card, CPU Cooler, HDD and a PSU, all of which were confirmed working on two other systems(I have multiple computers)), and trying over 5 different USB devices on each port(one of my mouses flickered and then the mouse powered off), and even messing around with the BIOS for around a week.
Anything other than USB works perfectly well.

This computer's current specs are the following:
CPU: AMD Phenom II 965 BE
MB: ASRock 970 Extreme3
GPU: Zotac Nvidia GTX 650 Ti Boost 2gb
CPU Cooler: Antec Kuhler 620
PSU: 600W 80+ (I don't remember the name, and can't find the documents/box, and the PSU doesn't have any names on it)
HDD: 3.5" WD Blue 1TB

if it a new or rebuilt pc from a working pc downlaod window isop and use the windows free iso to usb tool to make a bootable usb disk. go into the bios and set the usb device to be the first boot device. if the mb usb ports are working they should see and read the usb device. if not your mb is bad and i would rma it.

How can I download anything if I have no way of getting into the internet on the machine?
It has no Disk Drive either.
And no windows on it.
