pc keeps shutting down and have to unplug to restart

hi guys, wondering if someone can help me. all of a sudden my pc has started shutting down with no warning. i haven't changed anything. It seems to happen randomly sometimes straight away other times a few hours. it shuts down not under load. all temps look fine. specs below
i5 4690k
asus v11 ranger
corsair h80i
corsair vs650 psu
corsair vengence 2x4gig
7950 graphics card
windows 10

I changes the plug to the power supply and it stopped shutting down untill i was in a game. I then opened hwinfo64 and the cpu was jumping around crazy and and in hw monitor the power section was going up and down fast too as well as temps for the cpu. in the voltage section the vin 3 and vin 4 were going from 0.700 to 1.00 all while not under any load. really getting worried now. i also remember i changed the fans on the gpu a few moths ago but everything worked fine after that until now

I just took the old psu out and noticed there was a wire twist tire in the fan. Would probably cause the fan to not spin. Would it be safe to put back in or still buy a new one
 
You may be able to use the PSU with the fan able to run freely but there is the chance that the heat has taken it's toll already. I'd want to try using it but, do be aware that if the PC starts doing strange things (may not seem related to power), it'll likely be the PSU causing it.

Sorry to keep bugging you guys bet I just want to be sure the problem is the psu. I installed my cheap old psu to get me by and just today after no problems for a week it started shutting done under no load. I turn it on and walk away for 10min and it's off again. Could it be something else causing the problem?

Cpu clock speeds keep jumping from 800MHz to 3000 without any load. Looks strange. I upgrade to windows 10 a month ago. Also about 2 months ago I got a new motherboard from Asus because my old one was defective. I also replaced the thermal paste with Gelid Solutions GC-Extreme. Do u think that could have anything to do with it?
I just monitored the temps before it shut down and nothing was out of the ordinary.

anyone know approx how much it would cost me to get a professional to find the problem and fix it for me. im in sydney.
pretty much everything is new except the gpu which has been working fine for me in my old set up for the last 6 months.
i bought a new psu and still nothing im guessing its the motherboard and something is shorting
