Config : FX8320 cooled by Noctua NH-U14S with noctua thermal paste , 970a-ud3p re 2 , Kingston Hyperx Fury 8gb 1600
Disabled some saving like c6 ect in bios , increased multiplier at 20x and manually voltage at 1.35
5 Cycles of IBT AVX on maximum all around 71/75 Gflops with max temperature of 39° .
Is that good ? what now ?

Now you try to achieve the highest overclock you can at the lowest voltages possible.

Multiply the "multiplier" number by the "bus speed" number to receive your overclock speed, and you can do it vice versa, for example;

x 20 * 200 = 4000MHz = 4.0GHz
x 21 * 200 = 4200MHz = 4.2GHz

now vice versa multiplying by changing the value of the bus speed as well:

x 20 * 220 = 4400MHz = 4.4GHz
x 21 * 220 = 4620MHz = 4.6GHz

Make sure you keep your voltages between 1.3-1.45 but remember to try to stay as low as possible as more voltages produces more heat.

Match your RAM by changing your tuner settings to "D.O.C.P" if you have it (or manually set 1600MHz) and set your HT Link speeds to your motherboards maximum (the 970A it is 2400MHz, and I recommend you leave your NB/CPU Northbridge frequency to "Auto" 2200MHz)

Set your "Vcore Loadline Calibration" to Medium/High

Disable SVM, Cool n Quiet, CPU Spread Spectrum, Turn on Extreme Tweaking if you have it. Hope this helps you get to where you need to be, or at least gets you started! :)

i try for 4.5 setting voltage to 1.4 and bumbing multi i got a low score on Cinebench and after 1 run on IBT AVX Max i run 83Gflop than PC freeze .

I never managed to fine tune 4500mhz with my fx6300 but 22x200=4400mhz works fine with vcore @ +0.075 = about 1.37. runs smooth for more than 1 year.
my motherboard = GB 990xa-ud3 with uefi bios.

My manual settings are:
CPU CLOCK = 22
CPU FREQUENCY = 4,400
CORE PERFORMANCE BOOST = DISABLED
CPB RATIO = 21
CPU UNLOCK = ENABLED
COOL&QUIET = DISABLED
C1E SUPPORT = DISABLED
SVM = DISABLED
CPU CORECONTROL = AUTO
COREC6 STATE = DISABLED
HPC MODE = ENABLED

Yes your temps are good, your voltages aren't too high, that's a nice overclock.

Oh yes those scores are good, those Intel cards usually score higher.
