Low gpu load / GTA V 750 ti i3 550 @3.20

Hello, i'd like to know if there's anything i can do to make GTA V use more gpu than what it does, while i am driving around the city, downtown, the gpu load doesn't go more than 50%, and it is 40% average, and i get only like 25-30 fps:

But if i go to the mountains, where there is not much rendering, the gpu load goes up and i reach 50-60 fps:

So why isn't the gpu load at 98-100% as it is in my other games such as Tomb Raider (60 stable fps), Sniper Elite 3 (60 stable sometimes even 100), Bioshock inifinite.

My system specs are: i3 550 @3.20 ghz, 4 gb ram ddr3 1333, Gigabyte GTX 750 ti 2gb ddr5 1tb Seagate Barracuda 7200 rpm

I already have GTA V set to use max energy on the Nvidia control panel.
 
Solution
The 100% CPU usage on all cores is a dead giveaway of a CPU bottleneck. Even in the mountains it is still bottlenecking. Only real solution is buying a better CPU. Might as well crank GPU only settings like AA to give a better image and feed the GPU more to process without trying to make the CPU process more (won't hurt the FPS since the GPU isn't being fully utilized). Could try optimizing settings to give the CPU a bit of a break, doubt it'll make much of a difference though.
