Every once in a while, computer freezes for a solid minute or so

Hello. When I am doing many things at once, sometimes my computer just freezes and no audio plays and the internet stops working and I have to wait until everything works again. For example, I had a video on VLC while having around 4 tabs on in Chrome running (steam and spotify also in the background). Then, for some reason, everything stops. Pages don't load, the video doesn't play, and nothing works. What is going on? I should note that this happened on Windows 7 and 10.

Here is my setup:
FX-8350, MSI G46-970a, HD 7850, WD Caviar blue 1TB, Windows 10. Everything is at stock clock. Any ideas?
 
run MEMTEST for a full pass (or until errors).
www.memtest.org (change BIOS boot order if needed to boot to Memtest disc/USB)

If memory fail, then:
a) update BIOS if newer exists
b) set default memory profile (AMP? Not sure what it's called)
c) Verify memory in recommended slots (see motherboard manual... for example some boards might say #2 and #4 slots with two sticks only)
d) Try one stick at a time (see motherboard manual for slot to use with only one stick)

Since it happened on Windows 7 as well it's sounding like a HARDWARE issue. Memory most likely. CPU is unlikely. Possibly your hard drive or power supply.
