can't boot from CD ZX6980

I have a Gateway ZX6980 and it's bad enough that I went through hell changing the hard drive because the previous hard drive died. Now I can't boot from the CD-Rom.

I changed the BIOS settings by disabling secure boot and prioritizing CD-ROM over HDD and I still get an error

"Reboot and select proper Boot Device"

I have constantly pressed "ESC" then F10 then F12. I am so tempted to throw this machine on Gateway right out of the window and video the damn thing to their HQ.

Please advise.

I'd recommend you to create a bootable USB drive with your Windows version and install it from there. Just make sure you change the BIOS boot priority to the USB hub. The CD could be damaged and that's why you are unable to boot from it.
