Is my license free for re-use when I reformat my HDD containing Windows 7?

I'm planning on building a new desktop and want to move/re-use the OS (windows 7) from my old desktop. So my question is if I reformat my old desktops HDD containing windows 7 will that allow me to install windows 7 on my new desktop using the same license key or do I have to do some sort of deactivation to free up my license key before I reformat?

In general for Windows 7.

It depends on your copy type. OEM are original system manufacturer and sold for less because they are supposed to stick with one system forever. Retail copies are more move friendly.

OEM = one system only(So windows would be tied to the old system). While it may install and even activate, it will be against the agreement or terms of use Microsoft has setup for Windows 7.

Retail copies can be installed on another system as long as it is removed from the old one.
