Gigabyte GTX 970 Stuttering CSGO

Whats up guys, so within the past week or two I started having a stuttering problem which might not be the correct terminology but based on all the threads I've looked at prior I believe this to be my issue. I have tried a NUMBER of different configs and nothing seems to suffice. Note that my main game I'm playing is CSGO but I have played WoW and see no problems there. Then again that's not a FPS game so frames don't bother me as much there. Anyways..

I seem to have the problem specifically when I'm jumping around and the frames are going up and down and sometimes running and shooting there will be a slight stutter. My FPS in game seems to stay around 200~ and might sometimes drop in 100 something then right back to 200. So first I had Windows 7 64 bit no issues, then I upgraded to Windows 10, still no issue. I went back to Windows 7 and then shortly after the problem exists.

I swapped out the graphics card with an older HD Raedon 6850 1gb and could get solid 100 something frames with somewhat low settings. I seemed to still had somewhat of the same problem but I assumed it was just due to the card being old. Or maybe my eyes were just making shit up.

BenQ XL Series XL2411Z 24-Inch 144hz Monitor
MSI 970 Gaming Mobo
16Gb Corsair Vengeance RAM
AMD FX-8350 CPU
Gigabyte GTX 970 GPU
750W Corsair PSU
Samsung SSD (if that matters)

I have the build since January of this year.

I've tried loading CSGO with the lowest settings possible, playing 1600x900, 1280x1024 no changes.
I've tried changing a ton of my Nvidia control panel settings, turning shader cache off, vsync off, all the settings to match csgo, to see if there was an inconsistency. No change, ever. Some were saying it might be due to the new CSGO update that recently came out but who knows?

I've reinstalled my OS 3 times now, reinstalled Steam twice, reinstalled csgo twice, rebooted a ton of times. Nothing seems to put me in the right direction. A lot of people are saying the AMD r9 380 has no stutter issues and at this point I'm ready to pull the trigger but this thread is my last hope. So give me your best shot because this card cannot be beaten! (Beaten into working).

Tearing is not stutter, his issue isn't tearing, it's stutter and vsync will stutter if he drops below his refresh rate. An fps limit will do the same thing as vsync, but it won't cause input lag or prevent screen tearing, his issue is stuttering. OP, try a limit of 120, then try 60.

So I think my problem may be fixed it was much better last night after trying a myriad of things.
-Used DDU to uninstall all drivers/clean reboot.
-Installed drivers from gigabytes website I'm running the 344.11 drivers for Windows 7 64 bit for the gtx 970 g1
-It installed directx with this install but I did not any 3D drivers or geforce experience, only physx, graphics driver, and directx install.
-Changed all global nvidia settings to high quality to put as much stress on my card as possible.
-turned off vsync
-set all graphics to high performance, single monitor
-set computer power options to high performance
-installed all windows updates & service pack 1 for windows 7 ult. 64 bit
-checked my net graph and sv var stopped going red.
-FPS for my build stayed around mid 200's and creeped into the high 100's sometimes but didn't experience the microstuttering anymore.
-i have no anti-virus installed
-temps are good.
-no overclock
-VERIFY GAME CACHE (I think this is honestly what fixed it, when I ran this it said I had file missing or messed up. It fixed it and when I rebooted my problem was gone)

I play CSGO everyday so it wasn't that lol. & I just reinstalled this OS maybe 2 weeks ago. Who knows lol
