Why doesn't work my memory under XMP profile 1?

It is my machine:

Mainboard: Asrock Z75 pro 3 Bios:2.00 10/9/2013
Cpu: Intel I5 3570k
Memory: Kingston 16GB (2x8GB) DDR3 1866MHz HX318C9SRK2/16
Properties:
1866MHZ
CAS:9
RAS TO CAS:10
RAS PREC:11
tRAS:27
tRC:44
Command rate:2T
Voltage:1.500V

my problem:
If i set in bios the XMP profile 1. (1866mhz, CL9, etc.), my computer unable to start correctly, so started 1600mhz, CL11.

Somebody please tell me the reason why work this ram in 1866mhz, CL9? Only 1600mhz CL9?

Is the 3570K OCed at all? It often takes a slight CPU OC to run 1866 (16GB) and up with your CPU. Should prob be ably to run 1600 9-9-9-24 at CPU stock settings

I tried both.
I tried under oc, and tried on base frequency, but the 1866mhz still doesn't works.
1600mhz works, but it should works on 1866mzh.

what settings do you recommend for OC?maybe my oc settings(or bios settings) does not completely perfect..
maybe..

Try an OC to 4.0 on the CPU then try XMP

Try with the OC and with XMP, then manually raise the DRAM voltage + 0.06

Thank you yor help but finally i've found the answer:
3570k does not support 1866mhz.

Sure it will, might take a slight OC of the CPU, but most can run 2133 and some can run 2400 (I ran 32GB of Ripjaws X 2400 with my 3570K rig, and the current owner is still running the same setup)

My Cpu is OC (it is on 4500mhz) but nothing has changed
