r9 270x crossfire problem, HELP! please and thanks!!

I will start by saying the ONLY thing I use this PC for is to play ARMA 3 Altis Life and that's all this PC will ever be for. Currently I am getting 25-40 FPS playing on ultra settings. I will list my setup below, take note that I have not changed the settings or overclocked any of my hardware but I am not opposed to do so if it will get me better performance!

Motherboard- Asrock Z97 Extreme4
PSU- OC Z Technology ZX Series 1250 watt
CPU- Intel i7 4790 3.60 GHz
GPU- (2)x Gigabyte Radeon R9 270X 2048 MB GDDR5 which are crossfired
RAM- 32.00 GB
OS- Windows 8.1
Keyboard- Razer Black Widow Ultimate
Mouse- Razer Naga Expert MMO
Display 32'' VIZIO Model: E320i-B2 connected through HDMI

Since day one I have had a problem knowing if this setup is right. Over 8 months of asking questions and I just recently found out that crossfire only works in fullscreen mode (I always ran fullscreen windowed). In fullscreen windowed I would see 1 card at 99-100% and the other at 0-10%. Running in fullscreen mode both card 1 and 2 run between 40-60% each. Once I figured out the fullscreen thing I did see a FPS boost. Recently I had to update my mobo bios and now the cards are back to lower FPS and running 1 at 99% and the other at 0% The cards are at stock clock (1100 MHz core and 1400 MHz memory). The card that runs at 99% runs those clock speeds the other card runs 300mhz core and 150mhz memory. I have disabled ULPS but don't know what else to do. PLEASE help me!!!! I would be forever thankful!


 
Solution
Try re-seat your card and check all connector (including CF bridge). Uninstall your drivers using DDU (Display Driver Uninstaller). Then install your driver. Get the latest one if possible. (15.9.1)

Okay so I think I've fixed the problem, I followed your advice about removing the cards and reinserting them and checking all connections and now they are both running at about 30-65% a piece while gaming in fullscreen mode. Thank you so much for the replies!
