I decided to clear the CMOS on my motherboard because I needed to access the BIOS setup, but was unable to because the splash screen did not respond to keyboard input and continued booting like normal. After clearing the CMOS, the computer starts up as normal, shows the splash screen for about 30 seconds, then changes to a black screen indefinitely. Usually Windows 7 would load up at this point, but does not. While in the splash screen, I am still unable to access the BIOS setup (del key), boot menu (F12), system information (F9), or Q-Flash (end key)

What I have tried:
I have tried using a different keyboard, unplugging all external hardware except for the keyboard, using different USB slots, trying multiple keys to get a response on the splash screen, and cleared the CMOS again.

Motherboard: Gigabyte X79-UP4
Processor: Intel Core i7-3820
OS: Windows 7
GPU: NVIDIA EVGA Geforce GTX 970
Power Supply: Thermaltake TP-1000AH5CES

EDIT:
Tried some more troubleshooting:
- Reseated GPU and RAM, checked all plugs.
- Tried 3 USB keyboards and two PS/2 keyboards
- Got a motherboard speaker. It beeps once, then about 15 seconds later it beeps again, and 15 seconds after that beep, it beeps again before going to the black screen.
- Motherboard speaker 'ticks' when keyboard button is pushed.

Apologies for the delayed response, I just recently got the chance to bench it.

I reseated the video card and the RAM, disconnected the hard drive and optical drive, and checked that all wires were properly plugged in. I booted the computer multiple times, with different things connected and disconnected and the original problem is unchanged.

I did however acquire a PS/2 keyboard and a motherboard speaker. The motherboard speaker beeps once, which my manual says is the "all good" code. Although, about 15 seconds after the first beep it beeps again. Another 15 seconds after that, it beeps again (3 beeps in total over about 45 seconds). Then it goes to the black screen where the operating system should load.

I've also tried 3 different USB keyboards, two PS/2 keyboards, and a USB to PS/2 converter with no success. No matter the keyboard, the motherboard speaker 'ticks' when I press any button, and continuously ticks if I hold down a button. It seems that the motherboard is accepting the keyboard input, but will not read the input to open the BIOS screen.
