Monitor glitching and shaking up and down. HELP UNUSABLE

Hello,
I would VERY MUCH appreciate it if someone could answer this thread because my problem is driving me crazy, im going to try and be as detailed AS POSSIBLE.

What's the problem?
After roughly 20-30 minutes of use with my PC my screen slowly begins to shake up and down, at first it is pretty unnoticable, after another 5 minutes of use the screen shakes even more and keeps shaking and glitching out to the point where I can't read anything on the screen. The colours also sometimes start flickering out of control.

Things I have noticed:
- The right side of my monitor seems to heat up quite quickly but I have no idea if that's something that has always been happening.
- The problem is purely visual, I can still click things as the mouse itself doesnt phyisically move but it does visually.
- All of my drivers are up to date.
- The monitor is fully clean and the vents are dusted off as I wiped it all with a slighty wet micro-fiber cloth.
- It's something to do with the monitor not my PC itself, I hooked up the monitor to my brother's PC and the same problem occured.
- The problem started after an array of other problems: Games such as call of duty crashing with the error message "NVIDIA drivers have lost connection with the display"(or something like that) and my computer constantly freezing then going black and the only thing that would fix it is opening task manager and ending the program/game and at one point even my whole computer crashed in the middle of a game to which I responded by upgrading to windows 10 since I couldn't fix the problem but I reverted since the problem was still there and I don't like windows 10, these problems aren't there anymore, just needed to update my drivers and fiddle around with my game settings.
- Using different cables doesnt really help much.
- I am still yet to try spraying a can of air down the vents because I don't have a can.
- Setting the refresh rate to something else stops the problem for about 30-40 seconds but it just starts again. So does turning the monitor off and on.
- Restarting the computer does nothing as the shaking just continues through the "Restarting... *buffering sign*" screen.

My monitor is Asus VE248H 24-inch 2ms LED Monitor and I won't list my PC specs as I have found it has nothing to do with the actual PC, just the monitor, I will list if needed. PLEASE HELP.
