video and audio stuttering

Hi, I have recently upgraded my dell optiplex 755's graphics card to a MSI GT 730 1gb gddr5 OC from an ati hd 2400. It has been about a week now and I'm noticing audio and video stutter in some games and in you tube videos. It seems it happens more often when the system is under load, but not always. I thought at first that it might be a psu issue as I only have the standard dell 305w psu. Although on MSI's website it says the card needs a 305w psu minimum and draws all its power from the 75w pcie slot. So I tried again with the intel integrated graphics and the problem still persists. Im running windows 10 and have installed the latest nvidia drivers.
Would really appreciate any help.

Try updating your flash version. Try cleaning your hard drive or clearing some caches up(right click on your C: drive in file explorer and click properties, tools and general tab has what you need to clear it up) or simply try switching browsers.

I would next try scanning for viruses on the computer, and if you're adventurous enough, reinstalling windows (even if you don't find any viruses, perhaps go back to win8 since win10 has no current service pack release last I checked, so correct me if I'm wrong).

After that I would make sure I have no extra drivers loaded up as I run the videos, first by booting in safe mode with networking, then removing the individual drives, such as extra hard drives and optical drives, and extra...

You can try ruling out one by one to see if it stops. If it does stop at any point above, leave the computer as-is and wait for it to happen again. If it is still happening after you did all of that, it is most likely a hardware issue.
EDIT: By hardware issue, I mean core hardware, ones which are required to run the machine :).

If you didn't have the GPU drawing your screen and just had the APU (if that's the correct term) drawing with the same stutter, then you can rule out the GPU. You can test to see if all parts are functioning properly here:

At this point I would look at RAM and PSU. If neither of those seem to be the problem, then you are really screwed.

So...
1st I de-fraged my two hdds
2nd I cleared the cache on chrome and hdds
3rd I scaned my computer for viruses there was none
4th I was going to boot into safe mode but then in the BIOS I found the pre-boot system assessment and ran that, It went for like 10 minutes and them my pc started beeping and this is what it displayed,

"ERROR CODE: 0142
MSG: ERROR CODE 2000-0142
MSG: HARD DRIVE 1 SELF TEST UNSUCCESSFUL. STATUS: 79
the given error code and message can be used by dell technical support to help diagnose the problem.
Do you want to continue testing? YES-NO-RETRY "

What do you think about that?
Any help is very welcome, thanks
