PC wont turn on, only after I unplug the power cable and plug again it turns on

There is a problem with turning on PC computer,
When I press the power button it wont turn on,
only after I unplug the power cable and plug it again, and then press the power button on the case it powers up normally.

I didn't change anything with that PC hardware or software, the case was closed, didn't install any new components, nor I overclock it.

Is there a safety issue, should I be concerned?
What could be the problem?
 
Solution
Without knowing the brand of PSU, its tough to say. If its a good one I would start to be more suspicious of the motherboard getting stuck (not resetting PWR OK), if its a cheap one I would say the PSU is the more likely culprit.

Sounds like a PSU or 'Sleep Mode' problem. When your computer is shut down does it power off or enter sleep mode? If the computer powers off when you shut down windows then it's probably a problem with the PSU. (Not sending PWR_OK? signal which gets fixed by un-plugging and re-plugging.)

Change what happens when it's 'shut down' in power options. (Change it from 'going to sleep' to actually powering off. If that solves it, it's possibly an issue with Sleep Modes in the BIOS (S1, S2, S3, etc) or the hibernation system. (https://support.microsoft.com/en-us/kb/920730)

I have the same issue. The thing is, this happens only with my newly installed PSU. I put the old one back and there was no issues.
Once I plug the power cable off and on, I can again use Power button to boot up the PC.

Could someone explain what is actually wrong here, please?
Is this a cable problem or a PSU problem? I mean, why MBO stops responding on power button after shut down.

PS I tried two differen BIOS versions, and it works with the old PSU so it must be something with the new one or its cables.
