Shouldn't I be getting higher frame rates in GTAV?

Specs:

Gpu: r9 390 8gb
Ram: 8gb ddr3
CPU: fx-8350
Mobo: GA-990FXA-UD3 R5
Psu: xtx xfr 650w

I'm playing at 1920 x 1080 resolution. When the settings are maxed it gets around 30fps which doesn't seem like too much. It stutters real bad. But on other games like dirt rally, I can play on ultra and get 55-65 fps no problem.
What's going on here? Is there a problem with gta and the drivers? I did a clean reinstall yesterday and it didn't seem to help.

First of all, a question.
Is your 8350 overclocked?

I see 2 possibilities here.

1. Your 8 GB of ram is being fully utilized and is causing FPS drops.

2. Your CPU. FX series CPUs have not that great of single core performance. Games that are very CPU intensive crave single core performance.
Overclocking your 8350 would improve single core performance slightly, and can give you quite a bump in FPS.

**Edit: ChumP is correct as well. Maxing out Multi-sample AA is very taxing on the system, and will cause FPS to tank.
 
Try these settings and see how it runs for you. Tweak as needed:

Maybe it's just gta. I've read that other people are having trouble with amd hardware and running gta. Other things like battle front run great on my PC so I'll just let it go.
