What CPU/GPU should I buy next?

So, my current specs are as follows:
I have:
Sapphire AMD/ATI Radeon Dual-X R9 270X with Boost OC 2 GB 2 GB DDR5 Graphics Card
AMD 3.5 GHz FX 8320 8 Core Processor Black Edition
Corsair 8gb ddr3 ram
Corsair VS650 650W (I know this is a crap one and I should change it, so please suggest a good one, too.)
Coolermaster Force 500 for 500 KKN1 Mid tower cabinet
Asus M5A78L-M/USB3 Motherboard
My budget right now is about 20,000 rupees for an upgrade. 20k would be about $330-340 I suppose. This money is for the CPU/GPU/any upgrade though PSU will be dealt with later
IMPORTANT NOTE: It's been about 10-11 months since I've gotten these parts so suggest something on the basis of that haha. I experience a lot of heat since... well, it's India. Also, occasional powercuts. PS, I use a Coolermaster hyper 212x cooling system.
Anyway back to the point, that's my budget. What should I upgrade next? Or rather, should I upgrade anything? Because I'd like overclocking i suppose but my processor's safe temp is like 62 degrees and in the summers, I soar to like 60 in an hour or so. It's bullshit lol so i play underclocked. Still somehow play at maxed settings at 40 degrees but i don't figure it'll support newer games, even though it manages to run gtav at 60fps underclocked, very high-ultra settings. Holy crap i'm getting off-topic. Anyway, you read the topic, you read the stuff^ please suggest. Cheers!
 
the psu is indeed problematic but one tier higher compared to crap (ticking bombs no names), so on a system drawing ~3-400W like your current config it's perfectly fine to use for at least 1 more year.

keep your money, worry about upgrading when you find a game where you dont get constant 60fps at the settings you want. when that happens, find out if the game is cpu or graphics card intensive and upgrade that.

edit: wait as long as possible because the same money in x months gets your newer tech / faster components.

Sorry to go over your budget, if anything keep your R9 for now and upgrade your motherboard/power supply so you can overclock your 8320, then upgrade the graphics card later. (Also look into a Noctua or H80i/100 to keep your temps down)
 
I suggest you to upgrade your PSU before anything else (I suggest EVGA SuperNova B2 750w 80+ Bronze or if you want something with great efficiency the EVGA SuperNova G2 750w or 550w).

Keep your current CPU and get a new gpu. Your hyper 212 evo I think can't cope with dissipating the heat from the cpu in a warm environment(you should make sure your airflow is not restricted, your case has wuite a strange fan layout, maybe add more fans?)

In terms of gpu I recommend an R9 390 (after PSU change) but I guess that will not fit in your budget considering prices are higher were you live. That or a gtx 970 would be a worthy upgrade for you (I wouldn't buy an R9 380 4gb going from a R9 270X). If you cannot afford an R9 390 (I would choose this over a gtx 970 because AMD seems more optimised (right now) for async compute which is used extensively in DX 12) my suggestion is to upgrade the PSU now and maybe the cpu cooler, or buy some extra fans (to facilitate cooling) and save more for a new gpu. Your cpu is more than fine for now.

P.S. If you still want a gpu upgrade now go for a R9 390 4gb or a R9 280x (about the same in performance with a slight advantage for the 280x but slighlty more power consumption).

While i really do appreciate the advice, the GTX 970 here is like $500 and others are about $400-450. As I said, i was looking for one in the $300-350 range. I think i'm just gonna have to buy a PSU for now and maybe a new motherboard/case since I'm running games just fine for now. Maybe next year, I'll be upgrading it. PS, I don't know why you would recommend a GPU change than a CPU since I mentioned my CPU being weird asf with the temps and stuff. Anyway, cheers for the help but I think I'm gonna hold out for a while.

Pretty awkward since that GPU and the PSU isn't available with any online sites over here so.. haha fuck. :/ I'll probably look for it in some store though

look for these brands when you buy a psu: antec, seasonic, xfx, and the evga lines that end with 2 or s (g2, b2, gs, etc.)

Man that's why I gave the links to those two sites. Not much available online here and the only store that I trust with PCs is like many miles away. Please if you want to help, you can find those things in there :/ I seriously appreciate your help but it sucks when I get excited reading about those specs then see it's not even available here lol
