does the 12v rail of vs450 enough for these?

i3 4130
Gigabyte gtx 970 mini.

Cos ive read that the minimum psu for that gpu is 400w.

Yeah, it would work. You system shouldn't exceed 250w at any point.

Ima little bit concerned cos it says in the benchmarks below that my cpu and gpu tops at 57w and 168w respectively and the power of my 12v rail is 34a multiplied by the efficiency of .8 so that gives me about 326w of power in the 12v rail. Is that enough headroom for those two processors?

Yes it's enough headroom. Your cpu and gpu will waste approximately 240w on full load. With 80% efficiency, you have 360w to work with. The cpu and gpu will not be using power off the same rail.
