New Graphics Card (Radeon R9 380) Won't Power

I was hoping you guys might be able to help me. I recently changed my graphics card from 2 Radeon 6970's because I wasn't able to max out games and it was having textural issues. I upgraded to a Radeon R9 380. I'm just using that and not running crossfire. I just got the card in today and tried to run it, however it won't power. The fan won't even start. I have an 850 W PSU which should be giving it enough juice. The only thing I could think of is that my PSU uses 8 pin connectors and my graphics card uses two 6 pins. Is that a problem? Anyways I appreciate any info you guys can give me.

There is no reason it shouldn't power up if the 2 6 pin plugs are connected (your plugs should be 6+2 right, where 2 plugs detach). Is the card fully seated in the slot?

IF its plugged in and fully seated and the fans don't even spin, its defective.

I've tried that. It gives me the same result everytime. I turn on the computer and I get the first beep. A couple seconds later its followed by a long beep with three short beeps. No power :/. That, and I've also tested my old graphics card with the same cables and it ran just fine.
