I am looking to build a NAS for about $120, without drives. I am going to build the case from scratch, so I basically just need a PSU, Mobo, CPU, RAM. I have found two options for motherboards with CPU for around $60:

http://www.newegg.com/Product/Product.aspx?Item=N82E16813157574

OR:
http://www.ebay.com/itm/New-Unused-Supermicro-X8SIL-F-server-board-with-I-O-board-free-shipping-/161760053282?hash=item25a9a68822

http://www.ebay.com/itm/Intel-Core-i3-550-3-2GHz-Dual-Core-Socket-1156-LGA1156-SLBUD-CPU-Processor-/252115391384?hash=item3ab33f9398

If I buy the stuff on ebay, it is older gear and is used, but I can use ECC RAM. If I buy the new board, I get a much lower power and generally newer design.

Which makes the most sense?

If you're looking to make a cheap NAS you really don't need the server board and ECC memory, a standard cheap board and CPU will do just fine. The quality of the drives is more important. Your first choice is perfect. Heck people make NAS's out of Raspberry Pi these days.

I was wondering because I can do the supermicro board, cpu and ram for about the same price as an embeded board with ram.

BTW, What is a good PSU for around 30-40 bucks? I mean like 150W is plenty for a build like this thing. I really don't care about form factor, but smaller is better because I can build a smaller case.
