Ram usage considerably higher than it actually is?

Sorry if the title was confusing, but this is my problem:
My ram usage as shown in task manager is roughly always 2 times higher than it actually is if I add up all the processes
For example, right now, I have a few tabs open in chrome, spotify, skype, and 2 word documents open, and I'm using 6.8 GB of my 16 gb of ram.
However, I went in and added up every single process, and it only amounts to 3407 MB of ram.
Is this normal? Is there some sort of background things going on not shown in task manager?
This is what is shown under Performance, for Memory:

(Disregard the speed, my ram is not 667 mhz, it is 1600 mhz, and I've confirmed that with my BIOS and another tool) My virtual memory is set to 32 gb, as I read somewhere you should set that to double whatever amount of actual ram you have. Is this correct?
