PC boots with old GPU, not new one

I just got my R9 390 today, and I am having trouble with my PC booting when it is installed. When I first put it in the system, I got a single POST beep, but nothing displaying on the screen.

I was worried it might be my graphics card, so I put my GTX 760 back in and started running into issues with my SSD not being recognized in the BIOS and Windows saying there is "No accessible boot device." That stopped happening after fiddling with BIOS and SATA ports.

I finally got it to boot consistently again, and updated the motherboard BIOS to a newer version. I put the 390 back in and now I get to the BIOS splash screen with "5A" in the bottom right of the screen. No POST codes either. The same happens when I use an older version of the BIOS than I was originally using.

I tried taking out RAM and using different configurations, no luck. I tried removing the CMOS battery for 5 minutes, no luck. I tried unplugging all SATA devices to see if I could at least load the BIOS, no luck. I'm thinking my motherboard might just be too old to support a GPU as new as the 390, but I am not sure if that is even a possibility.

My system consists of:

Intel DP55WB motherboard (currently using BIOS version 0319)
Intel Core i7 860 @ 2.8 Ghz
12GB RAM (2x4 @ 1600Mhz, 2x2 @ 1333Mhz)
2 Tb WD Green HDD
120Gb Silicon Power SSD
Raidmax RX-635AP 635W Power Supply
Gigabyte R9 390 (Doesn't boot) or
EVGA GTX 760 (Does boot)

Running Windows 10 64-Bit

Thanks to anybody who tries to help, hopefully we can get this sorted out. My last resort will be to buy a new motherboard/CPU, but if it's what I'll have to do, I guess I'll do it.
 
could be two issues. one the power supply may not be able to output the voltage needed for the new gpu. check to see if it one rail or muilt rail on the 12v line. if there more then one rail see what each rail is rated for. if it 18amp it may be too low for the new gpu. the other issue could be a bios bug with the gpu card. if you got the part local try a newer nvidia card see if the mb posts. or try another brand of the amd card.

Just looked at my power supply rating, it's a single 12v rail @ 45A, so I don't think that's the problem. For using a different GPU, these are the only two I've got as the closest computer parts store is about 2 hours away.

I know, Raidmax has a pretty bad reputation. However, this thing has 52 five-star reviews and 7 one-star reviews on Newegg. I really don't think it's the problem, but I wish I could know for sure without spending money on a new one if I don't need it.

Edit: You know what? I should probably just quit being such a Jew. I literally just did this same "I don't want to buy it if I don't NEED to" thing with my car stereo. I finally said "fuck it" and got some high quality stuff. Sure it cost me more than I originally wanted, but it's never sounded better. I should probably do the same here.

Edit 2: There. Just bought a EVGA 120-G1-0650-XR. 80 Plus Gold, 10 Year Warranty. Free 3 day shipping too since I got 3 months of Newegg Premier with my GPU order. I get the feeling my PSU isn't the problem, but I'll let you know when I get the new one.
 
Do you have any other expansion cards installed in the PCI or PCI Express 2.0 x1 slots?

Did you clear the motherboard's CMOS after installing the graphics card to force re-enumeration (i.e. resolution of any IRQ and port address overlaps/conflicts) of all installed expansion cards and on-board devices?

Nope, the GPU is the only card I have installed in the system. I have tried clearing CMOS multiple times as well.

Bumping, I guess. Bit of an update: I'm stuck with this card. It's the lowest rated 390 on Newegg (Was one of the highest rated when I bought it) and it is only replaceable, not refundable. I guess I'm going to do 30 days of troubleshooting, then replace and keep going through that cycle until I get one to work.
 
What motherboard BIOS version is currently installed, is it 0336?

I would chalk it up to motherboard incompatibility with that graphics card.
