I've found out whats wrong. I received a faulty CPU! I knew something was up because I received the 8 core processor in a 6 core box. It was an 8 core though. There was ware on the top of the CPU plus ever since I've installed the CPU I've been getting blue screens and freezing!

vs
https://www.cpubenchmark.net/cpu.php?cpu=AMD+FX-8350+Eight-Core

The TOTAL score of the FX-8350 is higher by just over 40% however to get that increase the program would have to be fully utilizing the entire processor.

You can MONITOR CPU usage in Task Manager-> Performance-> CPU (show all eight graphs)

Very few programs, even video editors use eight threads. If you use HANDBRAKE on default settings I guarantee you'll see near 100% usage of your CPU at times but video editing especially when not rendering out I suspect not.

The settings chosen also significantly change how the CPU is used as some of them don't split to run on multiple threads. And in some cases you might be using the GPU decoder or encoder at times which uses minimal CPU processing during those times.

DRIVE access can also bottleneck the CPU (i.e. HDD vs SSD)... I'm guessing you are using the SSD listed though.

*Finally, 8GB of memory is probably too low for video editing. At least 16GB is recommended. My guess is it can't keep enough data in system memory (DDR3) thus is having to refer to the HDD or SSD that your data is on.

Update:
1) When you "PREVIEW" I suspect that's not well threaded so thus no noticeable difference. However, not sure if there are any settings in the program, possibly related to GPU acceleration that can help.

2) When you are "rendering out" which I assume means after preview and thus rendering content you actually want as close to 100% as possible so your CPU is fully used.

People getting 30% only means 70% of their CPU is not being used. It may be happening but that simply means the program and settings chosen means at that point in time the CPU code is not well threaded (or possibly at that time it's using the GPU encode/decode hardware).

CPU usage also varies depending on what's going on at the moment, settings chosen, is anything GPU optimized and if so is video editing program properly setup to use your GPU?

(93% usage BTW means you are getting better performance at the point in time than you would on the FX-6300 since at stock settings it can process roughly 40% more data)

3) SSD:
There are times when an SSD can help. Not sure of setup details. Probably looking in settings and assigning any work folders to the SSD and having the video itself in the SSD as well.

4) Webcam:
I'm not sure what the problem is there, plus you haven't really spelled out the details well. For example, are you comparing the game by itself then comparing while also recording VIDEO? Are you streaming? etc..

I doubt the webcam results are incorrect though there may be a better PROGRAM to use such as Shadowplay or OBS (OBS set to use the NVENC decoder) depending on what exactly you're doing.

You left out the motherboard; which one are you using? Based on your post, it could possibly be a motherboard with a poor CPU VRM that causes the CPU to throttle at full load. When that happens, the CPU frequency drops to 1.4 GHz which may explain the higher than expected utilization.

I just updated the post with more specs.

My 8350 would drop to 1.4GHz and back to 4.0-4.1GHz with stock clock speeds when idling. When I joined a game I would leave CPU-Z on my other monitor and my clock speeds would stay steady. Now when I overclock they never drop.

I don't know much about it Prime95 but I tested it and right away my CPU was using 100%

Perhaps your Windows Registry is bloated and is causing performance issues. The only real way to deal with that though is a clean install of Windows and all your other programs. However, that should be the last thing you do if all other suggestions fail to improve your performance since it is time consuming to do because you have to do system updates.

If you do end up reinstalling Windows and all the programs you use, then I recommend you create an image of the C: drive once everything is installed and updated. You can use a program like Macrium Reflect to do so. Restoring an image is a hell of a lot faster and easier than doing a re-install of everything.

So it's not bad for my cpu to use up to 90%? Wouldn't that cause it to heat up. And what I meant with the whole webcam is I basically overlay my webcam footage onto the game play I have and without the webcam footage overlay is will use less CPU usage. When it uses more it tends to lag more.

When it comes to rendering video you want the CPU to be operate as close to 100% as possible. That means your CPU is being fully utilized when rendering the video which reduces that amount of time to get the job done. Naturally you need to make sure your CPU is properly cooled.

I have encoded my Blu-Ray collection because I like to control the quality of the video file which I store on my HTPC. Sometimes I simply setup a batch of videos to be encoded to MKV format using the x264 codec with very high quality settings. I let my PC encode those videos for 72 - 120 hours at at time (3 days - 5 days) with the CPU (old Q9450 and i5-4670k) running at 100%. Since I upgraded to the i5-4670k in 2013, I moved the Q9450 to my HTPC.

Did the clockspeed stay at 4GHz though, or did it start jumping between 1.4 and 4.0 GHz constantly. I'd suggest running something like CPU-Z while doing the stress test to check that. If it's constantly bouncing between those two clock rates, then you probably have an issue with the motherboard VRMs, which are pretty weak, 4+1 phase VRMs really aren't sufficient to run the FX 8350.

That's the goal; the CPU will get hot, but it shouldn't throttle.
