I can't run 4k in some in game. Why?

I've a Samsung TV-4K 6900D modell, PC specs are: Fx6350, VTX R9 380 2gb and Ram 8gb Viper 1866.
When i run a games which supports 4k like Maplestory2 (hdmi 1.4a 4k 30hz) it fitz perfectly with the screen cause i can choose the 4k resolution from the grafic settings, but if try metal gear solid V, even if it has 4k resolution, i can't set it. Why? :??: It's cause i need the hdmi 2.0 for 60hz?

Well the immediate thing that I see wrong is the VRAM in your graphics card. For 4K resolution and textures, the very least would be to get 4GB of memory. The more memory intensive games, the more memory. Especially for 4K resolutions. So, the problem that I see is your graphics card does not have enough video memory to support such a high resolution. Another possibility however, is that when you set the resolution in-game, is that it was set to the right resolution but wrong amount of Hz. I am not too sure about the Hz settings as I'm not too knowledgeable in that aspect, but either way, your graphics card is insufficient for such a high resolution TV. I would recommend at least 4GB card, and it has to be a good high-end card. (Meaning...

Well, maybe yes 2gb is a bit low but anyway i can play some game in 4k anyway. I will use a Displayport 1.2 with hdmi 2.0 to 4k 60hz.

About that i think r9 380 is better in everyway, instead i will use DP1.2 + hdmi 2.0 and i will have the same result.

But i've another question if you could answer me.

Can i use VSR of AMD to convert 1080p resolution games to 4k for my 4k tv?
