Why does Rome 2 total war lag

I have a gtx geforce 980ti to 6gb so the graphics card is not the problem. I have a Intel i5 core 6600k 6th gen quad core. My setup skyrockets past their recommended settings and I still get lag when on the battle map y is their a way to fix this?

sorry to say it is a terribly made game with many bugs and issues even to this day
