New CPU cooler installed now pc won't boot.

Recently I was playing around with my old PC and wanted to get it running again but it needed a new cpu cooler after the stock intel cooler became damaged in transport. I went to my local PC shop and bought a $15 glacial tech four pin cpu cooler and installed it. I then booted it up and a bios message came up saying new CPU detected and i went into the bios to change settings. as i was in the bios the power went out of my accommodation and when i tried turning on my PC it will light up, fans will spin but it won't beep or show any visuals on the display or have any keyboard lights. what could this be and how do i fix it?

well i started it before and it was all okay it booted and everything until i tried booting it again after the power went out, motherboard is an ASUS P5Q SE/R ATX board.
